I think it's more that, if the Doctor gets written out of an episode, it's because the non-Doctor storyline naturally grew too big and too good to be kept on the periphery. Like, the plot and characters have to be really good before the script editor says, "Ok, those scenes with the Doctor aren't as quality. Cut them."
